Summary

replace PLAN.md: the original build plan's eight delivery PRs have all landed, so it retires to git history
plan the next phase: everything already stored but never surfaced - per-portion nutrition, ratings, trace allergens, vocabularies
settled decisions recorded: per-portion guarantee in the views, traces split with safe-default filtering, one paging envelope, stateless shopping list with no ingredient merging, prompts + annotations + structured output + instructions, session-scoped semi-anonymous usage audit
five delivery PRs; the audit PR is independent and can merge first as a usage baseline
