Summary

rework the 6 first aid bases into game-led activities (999 control room, choking trainer vest, casualty drama school)
add 84 new bases organised by theme: emergency aid and fire, pioneering/camp craft/survival, navigation, air/sea/vehicles, electronics/science/digital, creative/global/community, sport/nature/life skills
every base is a 15-20 minute game or build covering only evening-classified leaf requirements, cross-badge where one activity ticks several badges
coverage: 376 of the 566 evening-suitable leaf requirements (the rest need multi-week formats, real language skills or visiting specialists)

Test plan

astro build passes: all requirement refs resolve, leaf-only rule holds, 185 pages built
vitest run passes (56 tests)
spec check script confirms per-base requirement lists match the planned allocation, no requirement double-covered, all refs classified evening
